Raimi + Associates was selected by the City and County of Honolulu to prepare a comprehensive update to the Primary Urban Center Development Plan (PUC DP). The plan area stretches from Kahala to Pearl City, is home to 440,000 people, 19 distinct neighborhoods, and comprises essentially all of Oahu's highly urbanized areas. The PUC DP presents a vision and a clear set of planning policies, guidelines, and implementation actions for the future of Oahu’s most diverse and populous region. The PUC DP's policies and maps form the foundation for future projects and development, infrastructure planning, zoning, and other City codes and standards. The Plan is addressing the most critical issues and opportunities facing the area. These issues include developing a plan to address the significant impacts from sea level rise, promoting new development around a new rail system, adding new parks and open spaces, and addressing significant housing affordability challenges.

Highlights

  • Update process will include several public workshops, multiple rounds
    of pop-up events, online forums and interactive activities, a statistically
    valid survey, coordination with Neighborhood Board members.

  • Addresses new critical topics such as climate change, sea level rise,
    autonomous vehicles, public health, aging in place, and TOD planning.

​​

  • Use of the Urban Footprint software to analyze existing conditions and
    model future growth scenarios.
